Summary:

ISA 62443-2-1 is considered a technical standard. It includes various security program (SP) options to mitigate risk. Not all SPs will be applicable to every system and the guidance provided in the document are specified to allow independent implemtation. Some SPs will be implemented by the Asset Owner, while other SPs will be flowed down from the asset owner to the to others (e.g., integration service providers, maintenance service providers, product suppliers) for implementation.
